Hey, I've been struggling to build a Meren of Clan Nel Toth edh deck. I don't want to build just a sac reanimator commander, I want to use her in an unexpected way, like control. Anyone have any suggestions?

Well Dictate of Erebos in combination with Fleshbag Marauder controls the board quite a bit. Also Archfiend of Depravity fills a similar role.

I just deleted my previous version of the deck since I didn't like how it was turning out. The more I tried to make a sac reanimator Meren edh deck, the less I liked it. So now I'm starting from scratch.

Anyway, Archfiend of Depravity is one of my favorite cards :D
(My version of that card is the intro pack version - my first deck)

So for an attrition deck, I'd want stacks and sacs? (Give myself a bunch of tokens and abuse them to prevent my opponents from opponents from doing anything)

Well, the basic idea behind this deck is still the same as every other Meren build. You crate snackrifices for value. How you go about winning is a bit different, but you're still working to generate advantage over time.

Would Loaming Shaman be actually useful in my deck, or would Skullwinder be a better choice?

Loaming is ok. Skullwinder is a worse Eternal Witness.

I sort of tried to find a spot between stax and reanimator with my deck, but its as tuned to stax as I want it. Meren, Grave Resonance EDH
My favorite creature to reanimate is probably Phyrexian Dreadnought, which is immediately sacrificed with Korozda Guildmage (or several other cards that care about p/t) for lots of tokens. This makes keeping ahead of Smokestack or Descent into Madness pretty easy.
Another thing you might consider is controlling other peoples' topdeck with Thoughtpicker Witch and lots of tokens.
Archfiend of Depravity is definitely awesome as well.

If you want a stax friendly wincon, try Shaman of Forgotten Ways.

Since I'd be running Thoughtpicker Witch and Descent into Madness, wouldn't it be good to add some cards that can take advantage of exile, like Oblivion Sower?

I personally run her as a stax commander. You can keep recurring cards like Magus of the Abyss and when you use fodder like From Beyond you can end up with a lot of experience counters rather quickly.
I don't have the decklist on T/O but I can post it up if you'd like.
