What makes an Unplayable commander?

I'm using EDHREC'S list of Unplayable commander's. They are commander's that have less then three decks on tapped out, you can find the list here.

How does this work?

I'll randomly select a commander. I'll build the rough skeleton. You send me suggestions for weird cards for it. And we'll cut it down and ship it. Let's put the minds of the internet to the test

TLDR; What's the deck already

Because the worst tribe ever needed the worst leader ever.

Rohgahh of Kher Keep

So let's start with the fact that there are six kobolds in the entirety of magic.

And commander is a singleton format so normal Kobold strategy of play a bunch of free creatures doesn't really work.

And Rohgahh of Kher Keep only pumps Kobold of kher keep. So if you have Crimson Kobolds for Crookshank Kobolds. Too bad!

So we a have a vanilla 5/5 for seven mana, four of it colored; that has a worthless ability and has an upkeep cost triple red in your two color deck.

I think this might be one of the worst on the list. And that's saying something.

Cough Expedition Map + Homeward Path to essentially make that upkeep cost into a .

With that combo in mind, you could attempt a Harmless Offering deck (sooo many things come to mind in ) where you give it to them, on their upkeep/endstep etc get hurt somehow, so long as they aren't creatures you're giving them (Homeward Path takes back creatures only.)

Now I only know Harmless Offering in red because it's the most recent. But you could look through a bunch of Zedruu the Greathearted decks to see what else could fit in that theme.

Apologies that this isn't much, but it sure would be a one-of-a-kind deck and I'd be happy to make it myself if you choose not to.

Goblin Spymaster, force them to drop their defenses and go for commander damage?

You could combine Kher Keep with a good sac-engine too.

first off, Eon Hub looks like an auto-include.
second, i sense some artifact based shenanigans here to enable the kobold tribal.
here is the 5 card combo:
Kobolds of Kher Keep in hand.
cast Soul Foundry exiling Kobolds of Kher Keep from hand.
Paradox Engine and Cloudstone Curio are on the battlefield.
cast either Crookshank Kobolds or Crimson Kobolds onto the battlefield.
activate Soul Foundry for mana and create a kobold token.
Cloudstone Curio triggers. return the real Crimson Kobolds creature to hand.
recast the Crimson Kobolds. trigger Paradox Engine. untap Soul Foundry. tap, create a token, bounce kobold, repeat ad nauseum for infinite Kobolds of Kher Keep creatures.
fortunately your commander is a lord so all your 0/1 creatures are 2/3s! add in Fervor for instant win!
alternative lord cards include Coat of Arms and Orcish Oriflamme.
want to make the combo reliable? add in Daretti, Scrap Savant, Trading Post and probably some black tutor cards Demonic Tutor etc, maybeBehold the Beyond or something.
if the board is empty except for your commander Rohgahh of Kher Keep, all it takes to win this turn is: 6 cards and 15 mana.
