I cracked him at the prerelease and I really enjoy playing with him and want to make some sort of deck with him. Would you guys suggest a commander or a regular B/W deck?

I want to build a sort-of artifact drain type of deck, using stuff like Underhanded Designs.

The goal is a budgetish (-200$) deck

Oh! You mean commander, the post was casual 60 card constructed.

I cracked two of him at the prerelease, traded with a friend for two more.I built this for FNM.

It's standard instead of edh but it might give you some ideas.
