Fun Underused Mono-Blue Commanders?

Hey all.
I'm working on my next deck after finishing a Rhys the Redeemed list and I decided I'll go for mono blue, but I don't want this deck to turn into a normal all blue all counter and card advantage deck, but something I can pull out and people will say "That's pretty nifty!". I'm talking Jalira, Master Polymorphist levels. (I would play her but someone already runs her... darn). Any thoughts?
I have always thought Rayne, Academy Chancellor was good, but never had stuff or cared much to build her. The second part doesn't really matter, but the first half is Leovold, Emissary of Trest.

I did a quick look at mono-blue legends. Below are a couple that I have never/rarely seen decklists for:
Ixidor, Reality Sculptor could enable a fun shell game with Manifest/Morph.
Sakashima the Impostor might be fun, though flicker effects without white is a bit of a design challenge.
Thada Adel, Acquisitor might be fun, particularly alongside cards that cast for . Everyone runs mana rocks, so you usually can pick up a couple targets.
If you hate yourself and love trying to build around terrible cards, Taniwha is certainty a card that exists.

I agree with the above post about Thada Adel, Acquisitor. Running things that mess up people's lands is fun, and then being able to steal their artifacts seems ridiculous.

I think Memnarch is not that fun, I actually used to use him as a commander in my Mono-U deck. It would help to know what kind of Mono-U deck you want to run? My Teferi deck (formerly Memnarch) has a huge artifact theme and doesn't run like typical blue decks. Tons of mana rocks, not many counters, and a ton of artifact and planeswalker finishers.
I think mono-blue could pull off tribal, maybe Merfolk or Vedalken? Those would both put you in very interesting, non-typical blue decks. I recommend Kopala, Warden of Waves for merfolk or Padeem, Consul of Innovation who would obviously skew towards artifact/vedalken!

I have a soft spot for Arcanis the Omnipotent. He is also super fun to play with. Who doesn't like drawing cards?

Barrin, Master Wizard can let you do some cool things. I know some wizard tribal decks have been playing him, but putting him at the helm can give a mono blue control deck another way to interact with the board.
