The way its written sounds like you can draw more cards the more opponents you attack. Not the number of attacking creatures. I think getting the creatures to attack with, without losing them should be a consideration. Even if they dont connect you still draw.
- Maze of Ith effects.
- Gustcloak Cavalier effects.
- Reconnaissance effects.
- Dolmen Gate effects.

Because it lets you trigger per player you attack, and it's hard to get 3 creatures, 3 equipments, and pay for 3 attaches early, attempt to abuse Living Weapon, it both fits with the idea of the Military's Drone Usage, and seems like the most efficient want to get the maximum draw!
