Could you help a friend of mine streamline his Commander deck?

I'm a friend of the guy who uploaded Do you Miz me?, and even though I know it's strange for me to speak on his behalf, I would appreciate it if you guys provided him with some suggestions on how to improve his deck. He's already asked for help, but he hasn't gotten many responses. If you wouldn't mind, please explain:

A) How would you decrease the overall cmc cost of his deck, while maintaining the land destruction theme? Suggestions for replacements with lower cmc costs that have roughly the same effects are welcome.

B) How would you increase the number of win-cons without resorting to combos and also ensure that the win-cons are synergistic and have low cmc costs?

C) How many lands would you recommend? How many duals and which ones would you recommend?

D) How many artifacts and what specific ones would you recommend?

E) How many tutors/card draw spells would you recommend, and which ones do you think are best?

F) What kind of disruption would you recommend, and how many cards should be devoted to disruption?

G) Most importantly, what land destruction cards would you recommend and how many of them would you include?

F) Lastly, please mention anything that you don't think belongs or should probably be replaced, and please try to provide justification for your choices.

As my play group evolves, my goal is to help my buddy streamline his deck and make it as competitive as possible, since he has become somewhat frustrated with the current iteration of his deck. Even though he prefers budget cards, I know he'd like to be aware of what some of the more expensive options are as well.

This is QUITE a lot of information to ask of someone! You and your friend should start by looking at other Mizzix lists rather than hoping someone will come and redo the deck.

Even if they're combo based and he'd rather run MLD, you can easily find staples, card type splits, and common synergies in those lists and be able to tune it to your liking.

Here are some places to start:

Budget Mizzix Storm for $75, a great budget list with both an infinite combo and regular win con, and The Meta has gone Mizzix, a no-tutor no-infinite combo list;

Mizzix's Maelstrom and EDH Mizzix - Gotta Go Fast, non-budget competitive versions, to provide a list of the most powerful cards in her archetype;

Mizzix of the Iztorm, a storm list that will give you an idea of low CMC cards and tutors;

Mizzix of the Storm Magus v1.72, a second storm list with helpfully sorted categories;

Mizzix's Big Spells and ? Miztress Mizzix ?, non-storm based list with a good selection of instants.

You can find lists by searching "Mizzix" in the Commander hub.

Also, you should take a look at EDHRec for common cards in the deck. Hope that helps!

I wouldn't expect anyone to provide all that information, just a nugget of information that was applicable something listed above.

I would also say if you have no detailed questions on card choices you should just compare the deck to others and check how other people built with that commander. You can always discard their approach and do something else but it's a starting point. And always ask yourself WHY do I want to build it differently than a list that seems to work well. If you can't argue why your list is better than someone else's, you might want to reconsider your strategy
