I want to make a Progenitus commander deck, but the only land would be Command Tower. Is it legal to have 40ish of these lands? If not, are there other cards like command tower or add 3 or more lands?

Command Tower is not a basic land so you can only have one in your deck. Five color mana bases are usually pretty expensive if you want it to be fast and reliable. This is because it is usually based on Fetch lands, ABUR duals, and shock lands. As for lands that can produce all five colors you have Reflecting Pool, Exotic Orchard, Forbidden Orchard, City of Brass, Mana Confluence, among many many others. You might do well to just use magiccards.info or some other card search sight and figure out how to use the correct syntax to search for the lands you want.
