So:

I wanna make a Kaervek the Merciless Control deck... and I kinda wanna be a Jerk about it lol.

I mean, Kaervek's already a jerk lol...

Plz keep price in mind, can't go off buying a friggin Black Lotus

I would start here as far as figuring out a core to start your deck out. When you get a list going, feel free to post the link to your list here and I'd be happy to help with specific card suggestions.

Just a forewarning though, Kaervek tends to want to run a lot of high CMC cards with punishing effects. I would recommend running a lot of mana rocks to accommodate that, and don't be afraid to run lower CMC cards with seemingly subpar pain effects. Those cards at least help you stay productive and all the damaging effects add up.

Grafted Exoskeleton is pretty scary with Kaervek.

Well just removal like Dreadbore and Vandalblast would be good to destroy those cards people had to pay mana and life for. Blightning could be a nice burn spell and makes someone discard cards.

Price of Progress can slam everyone who is playing a bunch of dual/utility lands. Then red just has a bunch of land destruction cards so if you wanted to go that route then you can limit what they can play, but they will probably target you down a bit.

With his 7 cmc, Kaervek gets expensive to cast right quick; I suggest as many rocks as you can lay hands on, and maybe the Black and Red rituals, too.

I had better luck with Kaervek when he was in the 99 of my Mogis deck.

If you take a heavy-enchantment route, I recommend Obliterate and Jokulhaups to help seal the deal.

Don't skimp on graveyard hate and nonbasic land hate; maybe consider some actual stax cards/strategies when building him. Oh, Impatience, to force people to trigger Kaervek.
