Can i turn this in a commander deck?

I am a new player and in need of help. i would like to turn this badly made brawl deck in something playable in commander: Teferi, timebender (niambi) is it possible?
Yes, although I recommend running either Hanna, Ship's Navigator (also from Dominaria) or Raff Capashen, Ship's Mage as your commander. Both fit the historic theme you've got going on. Both are great and flavorful options than can be built with a budget in mind. I'd say something like $50 is good enough to get you an entry-level deck.
Imagine using Raff to flash something like Steel Hellkite in at the end of an opponent's turn and then attacking immediately or using Hanna to repeatedly bring back a Soul Snare. Very cheap and lots of fun.

Teferi + Deepglow Skate + anything that can flicker is an infinite turns combo, so yeah this can do EDH pretty easily.

Since you have a lot of not to expansive artifacts mabey [jhoira weatherlight captain] might work with the blue cards you got in there. the white cards won't go in there though

i'd just suggest a uw artifacts deck. maybe add a few take another turn cards.

It's certainly possible if you run Niambi as your commander. What kind of deck are you wanting to build? Looks like you've got a pretty solid historic theme going on. Are you wanting it to be an artificer deck? Niambi doesn't bring much to the table aside from tutoring your planeswalker, so the deck can be pretty open ended. Maybe focus more on artifact and creatures that tap to use their effects since Teferi can untap them with his +1. Have you looked into what kind of effects you'd want to add to the deck? Going from Brawl to Commander greatly increases the card pool you can draw from.
