Ramos, Dragon Engine isn't really a good dragon commander, more of a 5-color combo enabler. The Ur-Dragon's Eminence ability is pretty cool, but being expensive and hard to protect, we may have to see how he plays out. Scion of the Ur-Dragon, without playtesting the other ones, seems like a solid choice and many people will probably use the precon with him at the helm rather than the new legendaries

Forgot about o-kagachi :(

He's actually pretty cool, I could see a 5-color aikido/politics deck with him at the helm

I know it's not exactly what you asked, but Atarka, World Render is probably the strongest Dragon commander so long as you're staying in-budget. Most Scion builds tend to be pretty spiky and, therefore, expensive. I've been a decently competitive Atarka deck for less than $200. Considering that many dragons are at or over $5, that's not bad at all.

Scion is the "best" of the commanders. However, he comes with the huge disadvantage that if you play him, you aren't playing dragon tribal. You're playing dragon combo or straight-up combo. For pure dragon tribal, the ur-dragon is better.

Would it be too much to just draw up a couple lists on TappedOut and playtest them? Whichever commander you go with, your lists shouldn't change too dramatically.
