Why Do the "Many Expressions of" Always Show the Same Expression?

A current popular trend in fashion is to have t-shirts with “the many expression of” a famous figure, such as Darth Vader, Mr. Spock, Chuck Norris, and so forth, but I have noticed that those shirts always show the exact same image for each expression, which is very weird.
Is that the joke, that the person in the shirt is capable of displaying only a single expression? What does everyone else say about this?

Yes, that is the joke.
Darth Vader can't show emotions due to his mask. Spock's character is centered around his desire to show no emotion. Chuck Norris is a fairly wooden actor who is the center of a large number of memes.
