"Zur was a powerful wizard during the Dominarian Ice Age.

Also called Zur the Mad, he was a rival of the famous Gerda agesdotter, the archmage of the School of the Unseen. A former Kjeldoran, Zur was exiled for his insane attempts to achieve eternal life. He later assembled a formidable array of mages and soldiers and attacked his former homeland. His efforts were thwarted however, in part by the ancient mage Jodah.

Zur ventured deep into the tundra and disappeared. From then on, he deliberately avoided taking a hand in the events of later years, remaining aloof from the casting of the World Spell or the plots of the Cult of Rimewind. Most people thought he died, although some of his followers claimed he attained immortality deep in the frozen wastes."

This is arguably the strongest Zur list ever conceived. However, this is a control deck and is difficult to play due to the nature of having to control the board of multiple opponents. If I could afford an Imperial Seal then I would swap out Street Wraith for it and then this deck will be perfect.

How to mulligan:

Keep 2 lands max. Send back all counterspells, stax cards, and removal. Aim to keep one tutor max and all mana artifacts.

Gameplan:

  1. Turbo out Zur the Enchanter and fetch Necropotence on the first swing. You should be able to get Zur out on turn 2 at the latest. Any later and you're either holding up mana to stop a faster glass cannon combo deck like Narset, Enlightened Master or you didn't mulligan correctly.
  2. Pay 10 or so life to try to find a tutor for Spellbook or anything else that removes your max hand size.
  3. Play Spellbook (or whatever you found) and swing with Zur again, fetching enchantment protection so you don't lose Necropotence. Draw until you have about 6 life left (unless you are under pressure, then play safe instead) - you're looking for a life reset card or a tutor.
  4. Reset your life using Resolute Archangel or Invincible Hymn and draw a bunch of cards. Proceed to control the game from there.
  5. Finish using Phyrexian Unlife/Solitary Confinement/Angel's Grace + Sickening Dreams once the cards in your hand total the highest opponent player's life. Try to have a bit of buffer so you can hang on to free counterspells like Pact of Negation and Force of Will in case players try to stop you.

Often, the hardest part of this deck is sequencing and knowing what to discard if you don't have something that grants you infinite hand size. In addition, you will become a big target as soon as you start drawing cards with Necropotence, so try to sequence your plays to keep you alive as long as possible.
