No, the title is not deceiving. This is literally a zero tribal deck. You must be scratching your butt, thinking to yourself "How can that be a tribe? What does he mean?". Well, this deck contains creatures with 0 power to abuse Nethroi, Apex of Death's ability. Let me explain: all of the 0/0's in our deck have abilities that give them power once they enter the battlefield, either by +1/+1 counters or an ability. But while in the graveyard, they are still treated as having 0 power. This means we can perform some janky yet efficient actions that will leave everyone else shaking their heads.

Casting so many of these creatures will require an extensive amount of time and mana. So, part 1 of the game plan is self mill. Hermit Druid can totally whiff and mill us nothing, or he can put 30 cards into the graveyard for us. With a land count of 34, we can expect about 5-7 cards per activation. Life from the Loam helps us by not only dredging away cards, but assisting us with setting up our mana base. We have some cards that synergize with our graveyards. Syr Konrad, the Grim is especially nasty, steadily draining out our opponents as we mill away our decks.
I won't list every 0 power creature and why they are important, the deck contains over a dozen. There are a few honorable mentions. Doran, the Siege Tower seems like an odd choice. However, a lot of EDH decks contain spells that provide a boost to power and not toughness. Just look at Berserk and Kessig Wolf Run. Doran helps curve out that aggression while not sacrificing our own power. Tree of Perdition actually benefits from this, making it a deadly defender that can also drain out an opponent. Reyhan, Last of the Abzan is a nasty little surprise. A lot of our creatures will be getting +1/+1 counters, and most of these will probably be getting killed off. Reyhan lets us store up these counters or move them onto another beef cake, like say our commander. Which is a perfect segue into the next point.
Nethroi has a potent ability, but it only triggers when we mutate a creature. So, our main targets will be creatures with some of protection so that our commander cannot be easily removed. Thrun, the Last Troll is the prime candidate. With built-in hexproof and regeneration, our opponents won't be killing our mutated commander very easily. Witchstalker can give us a hexproof commander who will gradually get bigger while our spells are being countered or creatures killed. Troll Ascetic comes with hexproof and regeneration like Thrull, however this spell is vulnerable to counter magic. Silhana Ledgewalker provides hexproof and upgraded flying. Since it can only be blocked by flyers, that means we don''t need to worry about creatures with reach. Once Nethroi is in play, we won't be as worried about losing him. However, we still need to worry about being stopped by counterspells. So...
Savage Summoning and Scout's Warning will help guarantee our triggers at the best moment. Savage Summoning on it's own does everything we need. It can't be countered, lets us cast Nethroi at flash speed, makes Nethroi immune to counters and gives him a little perk of a +1/+1 counter. This means on the end step before out turn, we can perform our shenanigans and swing out with some nasty threats on our turn. Scout's Warning may not be as sturdy as Savage Summoning, but still lets us drop Nethroi at instant speed. Creatures like Gaea's Herald and Destiny Spinner will help our commander hit the board as well as other creatures we cast.
If we run into issues with dropping our commander, we have alternate options. Unburial Rites can help us bring back a key creature, even if we accidentally mill it thanks to flashback. Vesperlark and Reveillark can reanimate key 0/0's from our graveyard. Living Death may potentially help our opponents, but it can help us develop a large board while clearing out threats on our opponents'.
