I feel as though Guttersnipe would be a great source of steady damage.
Why Syncopate ? I feel like it's going to be redundant with Dissipate and Izzet Charm here already. That's my main thought with this. Nice looking deck.
Entreat the Angels is only here as a game-finishing bomb. Flipping this off the top late-game means a board-full of Angels. Most decks can deal with one, maybe two, fatties a turn, but five or more? Good luck. It's my best and most reliable win-condition.
Syncopate is just a good card. If my opponent taps out, it's Mana Leak + exile. And even if they leave some open, it will almost always result in a Dissipate . The point of using both Dissipate and Izzet Charm with it is I want a ton of spell control.
The Izzet Goblins might be cool, but I don't want to make this more of a mid-range deck. With 4 board-wipes and plenty of plenty of removal, control, and card-draw, I just don't see room for the Goblins.

Dude, this looks really scary... The only question I have is what purpose does Entreat the Angels serve here? Everything else is spot-on, Cyclonic Rift overloaded is just plain funny! Might I suggest a couple more of the Overload cards that have been revealed; like Street Spasm for the Talrand/Delver Builds? also, did you consider Goblin Electromancer at all?
