I like your build alot. I've been toying with an enchantment based control deck myself. My only suggestion would be including Pacifism to give you a bit more early turn play and more enchantment-based removal to slow the opponent until you stabilize into a Sphere of Safety , Supreme Verdict , or Terminus .
I keep thinking about Chronic Flooding , but I keep turning away from it. Beyond the first few turns, my opponent can just opt to not use the enchanted land (unless he/she keeps tapping out, for some reason). It DOES cost 2, but I can't justify taking anything out that just wouldn't be better than it.
card:Judge's Familiar would be okay, but most turn-1 and turn-2 spells are creatures. The Familiar could just sit until something happens, but I'm likely casting Terminus every time I draw it, or Supreme Verdict on the fourth turn anyways.
Chronic Flooding would be used if they really needed to attack and have to pay Sphere of Safety 's cost. card:Judge's Familiar is used to chump block if you happen to not have a Terminus or Supreme Verdict . It can also make your opponent tap that one land to cast a spell.
Also, any thoughts on card:Azor's Elocutors as an alternate win-condition? At least in the sideboard against Miracle decks and whatnot, it could be really neat. Or try to psychologically win over my opponent, by bragging that I have no creatures in the deck (true) after game one, get them to take out all their creature removal, then side that shit in.

Curse of Echoes will definitely be in the sideboard this time around for Miracle decks and Control decks. Mostly because it wrecks their shit.
You should really consider dropping at least something in to lower the mana curve a bit. After playtesting a bit, there were some hands that dropped really smoothly and that was great, but the deck really flounders when it misses land drops. Even just a small blocker like card:Judge's Familiar would make it much more comfortable against early aggro. My $.02
Curse of the Bloody Tome is amazing. Maybe on paper, it might not seem to terribly efficient. But have you seen what the deck tries to do and how it wants to win?
It mills 2 at the beginning of my opponent's upkeep. With Rest in Peace the turn before, that's exile the top 2. With only 3 Jace, Memory Adept (since I don't think 4 would be appropriate), it really helps to get the process going. Plus, it counts as a, Enchantment for Sphere of Safety . In a sense, it's helping me stall out my opponent and kill them at the same time.
i played this deck and came in 2nd. it is beyond ridiculous the amount of control you get if you are allowed to get to 5 mana. i modified it a bit by removing the 2 Ghost Quarter and the 2 Dissipate and subbing in 3 Azorius Charm . and a Martial Law
but seriously, this deck is so dick and i love it. i preface every game with "i apologize for what i'm about to do" (i don't actually mean it)
