This is my list for a budget Starke of Rath deck that I'm planning on buying wholesale once I have the funds in my personal budget.

One of my objectives was to build a deck in which the commander has a function other than threat, so that I have to be creative with my aggression instead of just winning with commander damage. Overall it's pretty self explanatory but the card advantage engine is pretty weird. A big part of the idea is to spam Thawing Glaciers and Journeyer's Kite until you flood out, then keep doing it and discard the extra lands with tormenting voice and friends to turn them into real cards. Also, Squee.

The explanation for the big instant-speed burn spells is a simple one. My LGS has a weekly commander league. In this league, each player starts with a pack and 3 league points. If you kill someone with anything but an infinite combo, you get their pack and their points. If you kill the table with a combo, you get the points but not the packs. So letting someone else get someone low and finishing them off with Searing Wind sounds pretty great to me.
