Wizards of the Tower works like this: Players share a library, graveyard, and exile. At the start of the game, after turn order is determined, each player reveals cards from the top of the deck until a Legendary Creature card is revealed. That card becomes that player's commander, then, put the rest of the cards on the bottom of the library. This is done in reverse turn order. If a card requires more than one player to use the graveyard, library, or exile at once, choices are made in turn order starting with the player that controls the spell or ability that causes this interaction. If a card such as Evacuation references one or more cards' owners, the owner is determined as the controller of the card.

There are 17 possible commanders in the deck: one of each color, guild, shard, and wedge, as well as a 5 color and a colorless option. These were chosen as options because of their interesting implications in the format, a loose sense of balance, and to allow each commander to have a degree of identity. Much like Cube, Wizard Tower should reflect your group's wants and needs above all else. There is no reason why any card should be barred from being included in your Wizard Tower if it is a card you and/or your group like. Different themes and archetypes are certainly worth including to allow for interesting interactions and synergies. Like Cube, Wizard Tower is a casual format, so the only real rule to it is make it fun! Add or subtract rules as you see fit; you could make Possibility Storm an emblem that starts in play to make it more chaotic, or draft your hands and commanders to make it more competitive. Really, just go nuts.
