This format is called Sorcerer, and it's basically Commander but with Sorceries (The rules are Here).

This is my try at a deck, using Living Wish as the "Sigil". You use TONS of mana ramp to play Living Wish 5 times, getting Emrakul, the Aeons Torn, Ulamog, the Ceaseless Hunger, Kozilek, Butcher of Truth, Ulamog, the Infinite Gyre, and Dark Depths (Just in case you don't have too many win conditions).
