This generally goes down the general damage route (pun intended). Always do enchantments in this order...

  1. Diplomatic Immunity

  2. Vanishing protects Zur and his enchantments from board wipe.

  3. Do whatever. Maybe you need to get rid of a planeswalker with Banishing Light or stop a commander like Krenko, Mob Boss with Encrust, or start on the commander damage with Steel of the Godhead, Battle Mastery, or Ethereal Armor. It'll do what you want.

Solitary Confinement + Phyrexian Arena or Rhystic Study or Necropotence (add Empyrial Armor because of the draw)

Arcanum Wings + Eldrazi Conscription

Hey! This isn't all budget! And you're right. I've put some money into expensive cards and some cards I just already had. Here's a list of the useful expensive cards...(>$1)

If you sort the deck by the cost of the card, you can see which cards in this deck are expensive. If you were to take out all the cards More than $2 you could save around $120 on getting this deck, but losing out on power and options.

These are all great cards, but they may not have a place in a more money tight deck. But trust me, Solitary Confinement plus either Rhystic Study, Necropotence (definitely the best of the 3), or Phyrexian Arena (budget is Curiosity or Ophidian Eye), is an awesome pillow fort. Empyrial Armor also works with good card draw and is the fastest way to voltron with Zur. Spirit Mantle can be replaced with Unquestioned Authority.

Without Eldrazi Conscription you might as well take out Plea for Guidance, Totem-Guide Hartebeest, and Arcanum Wings.

Other budget options are: Asha's Favor, Encrust, Banishing Light, Journey to Nowhere, Eel Umbra, Blessing of the Nephilim, Unmake, Prison Term, Curse of Chains, Narcolepsy, Edge of the Divinity, Aura Fracture, Pillory of the Sleepless, Condemn.

P.S. Brainstorm isn't in there for drawing. It's in there to put your useful enchantments back into your deck so you can enchant Zur with them. You can't enchant him if you've already given him shroud unless you use his ability.
