February Update —Feb. 6, 2020
Changed up the backup wincon to Godo, Bandit Warlord + Helm of the Host. The Hulk lines were a bit clunky in the list and didn't overlap very well with our overall gameplan. This win puts the list much closer in similarity to Najeela, the Blade-Blossom in this regard. The reason we do not play Najeela and Derevi, Empyrial Tactician is because Godo gets both halves of the win off of one Sisay activation, while Najeela requires a few turns of set up, as well of a few turns of attacking with Warriors to win. So Godo is more slot efficient as well as faster in this shell.
A few other changes to discuss... I decided that Oath of Ajani was more valuable in this than Oath of Chandra. I still think OoC is worth considering in a very Najeela heavy meta, but going in blind I would recommend OoA instead.
Search for Azcanta Flip is a card I still do not totally believe in, because it has no immediate effect on the board, but I am willing to give it a go and see how it goes. So far in play testing it has been fine.
New Planeswalkers are Aminatou, the Fateshifter and Domri, Anarch of Bolas. Aminatou is a value engine that will allow us to flicker many of our ETB abilities. Domri not only pumps Sisay, but also makes it so that our Thassa's Oracle cannot be countered with and uptick and that is REAL GOOD.
All in all I really love this deck, and I think it definitely has some legs.

Maybe Laboratory Maniac as an additional wincon (i know the wincon is the same as Jace but here you have something than can also win you the game.)
Maybe you could also consider Approach of the Second Sun.

ScionsStillLive Labman dies too easily. So you dont want him to die. i see the point behind not playing him. draw last card. opponent responds with something to (kill it even Sudden Spoiling does the trick.) and you lose the game.

I noticed when play testing your deck that you do not have Blood Pet. This could be your 1cmc with hulk then you can grab Demonic Consultation with Spellseeker.

I feel like Search for Azcanta Flip should be in the deck. you can tutor it with Sisay for cheap AND get a ton of value to get your combo pieces off of it
Also, consider Leveler in the deck for Jace and oracle win cons
