The local group I play with does Pauper EDH with an Uncommon commander (not required to be legendary) and 99 Commons, so that is how I'm building this.

Remaking my Kulrath Knight deck. Use infect and wither to put -1/-1 counters on other creatures to lock them down or kill them. Usually win with commander damage or infect. Kulrath Knight is easily one of the most powerful commanders I've seen in Pauper for locking down the board.
