This is a heavy combo-based Urza build. The plan is to slow opponents down with stax pieces like Trinisphere, Winter Orb, and Static Orb, while being able to turn them off to complete your own game plan. The main upside to this deck is only needing to tutor one card to win - Proteus Staff. You just use the ability on the construct token made by Urza, Lord High Artificer, or in some cases if the construct died, even on Urza himself if you have the correct cheerios like Mana Crypt or Sol Ring and Mox Opal.

There are 3 different ways to get infinite mana (Tidespout Tyrant + Mox Rocks, Dramatic Reversal + Isochron Scepter , Grim Monolith + Power Artifact in order to win with Urza's ability by exiling your entire library and winning through several infinite mill loops revolving around Codex Shredder.

THE WINCON

They include using Tidespout Tyrant or Dramatic Reversal + Isochron Scepter with Codex Shredder to mill out all opponents libraries, and use Relic of Progenitus or Tormod's Crypt to remove any reset graveyard effects from eldrazi (Emrakul, the Aeons Torn) or the like. You can also bounce all opponent's lands and permanents with tidespout when dropping out your deck from exiling due to Urza's ability so that your opponents have no chance to interact with the win-con. If dramatic scepter isn't available, Narset's Reversal in combination with Time Spiral or Echo of Eons can be used with Urza to infinite recycle any cards from your graveyard. Although I do not currently run it, Karn, the Great Creator can get back Codex Shredder or Isochron Scepter from exile if needed, and any other artifacts you need by bouncing and recasting it with Tidespout Tyrant. It just cannot get back Dramatic Reversal. So if you are having trouble with losing your win conditions in your playgroup, that is one card that can help with it.

I've found this to be the fastest and most consistent combo build for Urza. It also retains a lot of Urza's strength in stax pieces without losing much. It's only weakness is not being able to apply any creature board presence against stuff like Najeela, the Blade-Blossom or Tymna the Weaver early on into the game, but definitely makes up for it in consistency and speed.

Notes: If you have aggro decks at your LGS, run mirrodin besieged. That card is extremely good, essentially applying a cost reduction to your artifacts while also giving you a massive amount of board presence and ramp.

Updates Add

Removed Rings of Brighthearth and Basalt monolith from the deck in favor for some more counterspells, as well as arcane signet for the same. Since those cards could be bricks early on and they weren't necessary for the overall win condition of the deck, I replaced them with counterspells to hold up more interaction.
