This deck has gone through many forms, it was originally an Admiral Beckett Brass clone/steal your stuff deck that morphed in to a Nicol Bolas, the Ravager   deck that did much the same. Eventually it became a mono-blue Memnarch infinite combo/steal your stuff deck until I accepted that Urza, Lord High Artificer was a way more powerful commander for what my deck was doing. Essentially my Memnarch deck had just become an infinite mana combo deck with him as a mono blue mana sink in the command zone. Turns out Urza, Lord High Artificer is a lot better for that as it also enables you getting there.

I am running some Stax style effects such as Static Orb, Back to Basics, Winter Orb, etc. that are new to the deck to help control the field/slow down my opponents enough to get my combo off as well as some low drop artifacts like Codex Shredder that aren't great on their own but are pretty solid in a Urza, Lord High Artificer deck.

This deck focuses on using a combo (Polytyrant/Dramatic Scepter/Power Artifact combo/etc.) as fast as you can to get infinite mana and then use Urza, Lord High Artificer to cast your whole deck for the win. If you can't go as fast as you want the deck has a control strategy focused on staxing out the board while you hold up interaction and wait for your shot. The specific win con pieces/finishers are generally going to be Codex Shredder (with Dramatic Scepter assembled), Tidespout Tyrant or Hullbreaker Horror to bounce everything on your opponents boards, Narset, Parter of Veils, and looping your library with Narset's Reversal and Time Spiral or Echo of Eons. Bounce your opponents board, strip their hand, and mill them out and then take them down with infinite swans (with Dual Scepter)/Urza and infinite KARNstructs.
