U/R Standard Mill, budget

Standard UR (Izzet)

Does your boyfriend's U/W Standard cycling deck haunt your MtG newb dreams like mine's does? Have you ever thought of constructing a unique mill deck specifically designed to exploit that deck's weaknesses with only moderate regard for how that deck may function in any other matchup? This first draft from a first year MtG player may be exactly what you're searching for!

You like ship-hungry fish with dwindling mental health? Fraying Sanity + Fleet Swallower might be the combo for you. Combine this with a hastily-assembled haste-bestower in Bloodlust Inciter and your opponents will have little time to react to the impending loss.

Or, for a slower mill path, combine Navigator's Ruin with your favorite haste pawns Lathnu Hellion or Limits of Solidarity, and mill each turn in addition to your staple Winds of Rebuke and Compelling Argument. Lathnu Hellion even generates energy for your one-drop Minister of Inquiries.

Looking for help on potential card suggestions/card omissions I should consider; I do want more consistency from game to game. I'm keen on keeping red in here, despite mono blue being almost definitely a better mill technique. I intend to make a sideboard soon.
