Trying to develop this deck to beat a guy in our playgroup who usually wins! All cards are allowed except for CONSISTENTLY game breaking combos.
This is what i have so far:changes/ suggestions?
(my budget is not huge, so no snapcaster's :( also, i know scalding tarn would be a good addition, if anyone has them for trade, message me or whatever)
you know it might be better to post what you think this guy you're wanting to beat runs. Also if you are a person who complains about card prices and the prices of other's decks then I'll have to guess that you're a newer player, or one who has very little competitive experience. As such I would highly suggest not running this style of deck as it requires a lot from a pilot to really be able to make it shine and non competitive players usually don't have those capabilities. Also if your playgroup does a good amount of multiplayer games then this type of deck is really, really bad for you as a tempo based deck is often built to only make one opponent follow your beat and it often will play very loudly early game, making you seem unfairly a threat to all your opponents.
I would put my Delver a la Drake deck up against many decks. It's Standard deck, so maybe it could be improved upon for Legacy, but you can see the similarities with your own deck.
Also, give us an idea of how rich-boy wins... what's his deck like? If we know the deck, then we can REALLY prepare you for taking it on. :)
our decks are always changing, but he runs a WUB deck with staples such as: wrath of god, terminus, tamiyo, grave/sun titan, snap caster, entreat the angels, doom blade, blade splicer, liliana, dark ritual, etc. this kind of shenanigan.
also, i'm not a new player at all, just not used to playing this type of deck.and like i said before, this IS NOT legacy.

Sorry, I usually equate 'casual' with 'Legacy' because pretty much anything goes. Sounds like his is pretty much Standard with some helpful old friends like Dark Ritual , I bet he has a Sol Ring in there too, maybe Demonic Tutor ?
Maybe you should go for stealing his good stuff (Volition Reins , Control Magic , Roil Elemental , etc) while you counter his other stuff with good, old fashioned counterspells (Counterspell , Arcane Denial , Mana Leak , Redirect etc)
Just one idea... don't know if it would work, but it's the first thing that came to mind. Do you usually play two-player or multiplayer?
A turn 2 flyer with dead draws on turns 3&4, by then if the delver is still alive that would be great, because by turn 3 or 4 the opponent would definitely have nothing more threatening then a delver on the battlefield.
You should always playset stalker he's my best bud (ie U/G Savaged Stalker ) and stalker, pike and Mutagenic Growth would be great. Maybe go more unblockables and throw in Furor of the Bitten for some really early aggro. The board sweeps are probably your downfall so maybe have Surgical Extraction to take out the most likely playset of a boardsweep. Rune Snag is great. Idk I'm just throwing things out there.
I'd suggest turning this into RUB instead of RU Delver, going with more hand destruction coupled with graveyard hate. And recurring animators. Maybe to the tune of Buried Alive / Entomb + Reanimate / Animate Dead since he runs sweepers. Wreck his hand to make sure he's got nothing to put out, then burn the graveyard to make sure nothing of his comes back. And beat him to death with stalkers. For 20 turns.
