I don't see how Disperse protects your threat. It rather protects your from your opponent's threats.

Syncopate , Negate and Dissolve do that, and imho there's too few of those in your deck. Mizzium Skin is nice, but Chimera dies to overloaded Mizzium Mortars , Supreme Verdict , Merciless Eviction and Anger of the Gods too, so Mizzium Skin sub-optimal compared to straightforward counters.

Otherwise seems like a nice concept. I would try to include enough draw power since your hand empties quickly with such a low curve.

Adding on to the above post. Steam Augury might be something to try out. It is new so I am not sure of the power level but it is instant speed draw that might be able to throw multiple spells in your graveyard while restocking your hand.

I like Mizzium Skin, but as the above post mentions it doesn't save you from those big powerful spells. Supreme Verdict is just this kind of deck's nightmare since there is no way to counter it and you don't have access to things like Boros Charm without white.

Some Mizzium Mortars of your own might be nice since cards like Loxodon Smiter can be a huge pain and you have no way to deal with them without a 2-for-1 with this current list. I know the strikes are nice to get that last 5 to the face with your Guttersnipe but it is important to be able to handle those early threats.

Thoughtflare might be something else to consider as a 1 or 2 of over Inspiration. 1 more mana and while it nets you the same amount of cards overall the ability to filter is pretty powerful.

Good baseline for a deck overall.

What was just suggested to me by the5ervant was to add Spellheart Chimera which makes becomes a finisher pretty quickly with all the instants.

It had Spellheart Chimera on my first draft but decided to remove it in favor of Goblin Electromancer and AEtherling for spell efficiency and board-wipe resilience.
