U/R control burn

I am going for added damage for my burns through creatures, obviously. Speed is extremely important, and keeping opponent impotent for the first 3 to 4 rounds so permanents can begin to stack and instants begin to buff those permanents while opponent is focused on the damage they are taking and frustrated over not being able to get anything rolling.
I’ve thought on focused cheaper counters but I am unsure. Vicious rumor is one of the best cards I have seen since I began playing again after more than a year off. I’m seriously amazed more people don’t splash black for this card alone, 1 black for 2poibt life swing and a discard, WTF
