In theory, Bounty of the Luxa would net me extra cards AND ramp me, all in the same card. Perfect. But since I can't choose the mode, I'll inevitably be forced to sometimes add extra mana when I don't need it or draw a card when I really just wanted more mana for my sea-buddies. The added logistics made it a very cumbersome card to plan around. It just didn't do much.
I think Ponder will give me more consistency as it is a cheap card draw that can save me if I were to get mana-flodded or mana-screwed early in the game.
