My take on your deck without messing around with the initial idea too much.

I have removed a lot of your creatures, as you had a lot of these, and it felt a little like they were just cluttering up.

The ones Ive kept either buff the others or are unblockable. I also changed Spreading Seas to Aquitect's Will as the latter is cheaper and in your deck does the same thing. It also triggers Deeproot Waters as its a merfolk spell.

Mainly what Ive done is add consistency by removing some cards entirely and adding more copies of certain ones.

I also added some removal, some control and some draw to avoid top decking. Opt is much cheaper than Serum Visions, doesnt dig as deep, but allows you to scrub before the draw, and at instant speed.

Your win conditions here would still be Navigator's Ruin and Tempest Caller

Check the maybeboard for cards that might have interest. Some of the artifacts especially are good for tribal decks as yours.
