Here's a standard tribal wizards deck on a budget.

As a tribal deck, the deck's main idea is to get as many wizards as I can have on the battlefield to gain maximum efficiency for all my creatures. This is done in multiple ways.

Adeliz, the Cinder Wind- Basically gives all our wizards prowess, which is amazing as both a combat trick and just to help get those extra points of damage in.

Naru Meha, Master Wizard- Is both a wizard lord and helps us by copying instants and sorceries. As a bonus, having flash means we can flash her in for combat shenanigans.

Naban, Dean of Iteration- Works VERY well with any ETB effects on our wizards.

Ghitu Lavarunner and Siren Stormtamer- Our one-drops in the deck, they help get the beats going on early, and Siren Stormtamer protects us from any spells we don't want.

Merfolk Trickster- While some may cut this card due to how mana-intensive it is, I think it works perfectly with Naban, Dean of Iteration, shutting some creature-based strategies out of the game for an extra turn.

Ghitu Journeymage- Is a 3/2 that deals 4 damage (if Naban, Dean of Iteration is out) for only 3 mana!

Wizard's Lightning and Wizard's Retort- In this deck, function basically as Lightning Bolt and Counterspell, two extremely powerful spells.

Lightning Strike and Censor- Are just extra parts of our deck that help protect our board and get that last bit of damage in to in the game.

Opt- Standard's best cantrip.
