Mandatory Najeela, the Blade-Blossom group slug/Warrior tribal deck.

Since Najeela doesn't care who controls attacking Warriors, you can make a blanket deal with people that you'll give them tokens as long as they're not attacking you with the Warriors and that they won't immediately have the tokens come into play attacking you. (Of course, you should probably take exception to e.g. the Meren of Clan Nel Toth player.) Pillow fort/rattlesnake cards like Propaganda disincentivizes people from attacking you with the gifted tokens while group slug stuff like Curse of Opulence further tempts people into attacking each other. (Marchesa's Decree is a bit of both; it discourages people from stabbing you in the back with their gifted tokens, but once they do take the Monarch from you they'll paint a target on themselves that will be passed along from player to player, further encouraging conflict.)

Sylvan Offering & Mercy Killing can give your opponents a starting pack of Warriors to beat each other with. Maybeboard options in this category includes Standardize (potentially double an opponent's creature presence), Bazaar Trader (donate a spare token each turn, but make sure the opponent you gifted it to marks it as distinct from their own tokens in case Homeward Path is activated (bonus points if you instead give a rival tribe player Arcane Adaptation)) and Assault Suit + a good Warrior (probably not Najeela since she's a bit too valuable). Note that Warriors are pretty common outside of & so you might not always need to give your opponents anything.

E.g. Anointed Procession helps you ensure you come up ahead on the swarm front, which is particularly important if you want to put on Peer Pressure in order to harvest all those tokens your opponents have been so kind as to grow for you. If you want to make things spicier, add Primal Vigor and/or Standardize to the mix but watch out for rival swarm producers. (Another thing to note that Curse of Opulence Gold is also doubled by the relevant enchantments, including Primal Vigor for your opponents.)

E.g. Druids' Repository obviously lets you attack again and again with Najeela.

Teferi's Protection is currently excluded because it prevents Najeela from making tokens for people while she's phased. Instead Counterflux & Temur Charm are used to protect against e.g. Cyclonic Rift.

Training Grounds, Brutal Hordechief and to a lesser extent Champion of Stray Souls are all pet cards of mine which are probably sub-optimal here, although they kinda help justify each other. Similar things could probably be said about Mana Echoes & Gemstone Array.

This deck could end up going the aikido route, but I'm unsure since Najeela's activated ability is pretty flashy and combined with the threat of her swarm growing out of control could paint a huge target on you. Regardless, e.g. Rakdos Charm will probably end up in the final version since it gives you an answer for e.g. Insurrection.

A bit unsure about Nacatl War-Pride since its forced blocking is nullified by menace. One neat thing to note is that the tokens don't have to attack the same opponent as the original creature.

Lovisa Coldeyes is risky but potentially powerful as her anthem effect is symmetric; just make sure you're not the one being overrun by twenty 3/3s. (If you want to be really spicy, there's also Coat of Arms, which becomes even more absurd in combination with Standardize.)
