This is a semi-budget (as in under 200 dollars) deck that revolves around sacrificing things to put +1/+1 counters on tokens. Green cards like Awakening Zone and Garruk Relentless   provide tokens for sacrifice. Black cards such as Barter in Blood and Fleshbag Marauder force your opponents to sacrifice creatures, also activating Mazirek's ability but without costing your a creature. Suggestions appreciated.

Lands

Havenwood Battlement, Ebon Stronghold, and Crystal Vein, : Lands that can be tapped for mana or sacrificed for a Mazirek trigger and temporary ramp.

Throne of the High City, Terramorphic Expanse, Myriad Landscape, Evolving Wilds, Blighted Fen, and Blighted Woodland: Lands that you should sacrifice immediately for Mazirek triggers and assorted beneficial effects.

Mosswort Bridge and Westvale Abbey  : Cards that give you a beneficial effect once you create enough tokens.

Sacrifice Outlets

Stronghold Assassin, Fleshbag Marauder, and Merciless Executioner: At least one guaranteed trigger for Mazirek even if your opponents have no creatures. If they do, these provide removal and 2+ Mazirek triggers.

Bloodspore Thrinax and Mycoloth: Sacrifice creatures upon casting them in order to give them +1/+1 counters and provide long-term benefits to your creatures.

Attrition, Evolutionary Leap, Stronghold Assassin, and Viscera Seer: Repeatable sacrifice outlets for assorted benefits.

Barter in Blood, Smallpox, Innocent Blood, and Smokestack: Cards that make the whole board sacrifice creatures, which provides multiple Mazirek triggers.

Removal

Putrefy, Clip Wings, In Garruk's Wake, Curse of the Cabal, and Tribute to the Wild: Spells that specifically affect your opponents and may provide Mazirek triggers.

Butcher of Malakir and Dictate of Erebos: Makes your opponents suffer when you sacrifice creatures.

Archfiend of Depravity: Controls the size of your opponents' boards and provides Mazirek triggers.
