The deck is the combo based on a card form Rivals of Ixalan Storm the Vault.

At turn 4-5 you flip this card and get something similar to Tolarian Academy so you have really much mana.Then you summon The Locust God and cycle Vizier of Tumbling Sands for really huge Pull from Tomorrow, summon many locusts with haste and win the game.
