This deck is hilarious. Play on your opponents greed with group hug cards to ramp the table with lots of card draw, with any luck you also put them into a force-feed situation where they start having to discard cards. Even if they don't, if they let you ramp hard enough, you can cast Tishana, Voice of Thunder/Prime Speaker Zegana and start one-shotting people at will. The fogs and counterspells should help protect you until you're ready to go off. If all else fails, Laboratory Maniac is there to win the day, or you can Windfall into a Psychic Spiral and hopefully deck a couple players that way.

Update April 2 2018

I traded a couple foils I had in my collection to get (among other things) an improved mana base and Jin-Gitaxias. I'm removing the budget tag as we are passing out of that territory. The next evolution for this deck I think is going to be more aggressively controlling with a high-draw tempo. Oh, and nothing feels better than Rishkar's Expertise + Soul's Majesty targeting Tishana, Voice of Thunder.
