Discard Deck

Liliana's Caress is the core of the deck but you can manage to win without.

If the opponnent has 2 or more cards :

Blightning + Liliana's Caress deals 3 + 4 x the numbers of Liliana's Caress

If the opponnent has less than 2 cards :

Shrieking Affliction deals 3 damages. Please note that the upkeep phase is before the draw phase. You opponnent will hesitate to play if he knows that it will cost him / her 3 or 6 life during the next upkeep phase and be in the same dilema.

I don't know if Painful Quandary is a good idea. The CMC is high but very effective especially with Liliana's Caress on the battlefield.

The Rack will deal tons of damage if your opponnent is trying to resist.

Burning Inquiry is very effective with Liliana's Caress and also it can help you renewing your hand.

Distress, Raven's Crime and Wrench Mind are classic discard cards

Urborg, Tomb of Yawgmoth allows you to not worry about mountains but it's a $10 card and might not be consider for a budget deck.

Waste Not could be a mana, token and / or draw extra boost.

Abyssal Nocturnus is not effective against black deck, otherwise, it's a great finisher.

Young Pyromancer allows us to not be submerged by creatures
