This deck is Dragon tribal ramping, relying on putting big flying boys on the bread and triggering other cards effects (Thanks to stuff like Rite of Replication + Dragon Tempest).

It's not very reliant on his commander, Intet, the Dreamer, but rather she is a good mana dump when you have nothing to play from your hand but you end up with a lot of lands. Other mana dumps are also [Dream Pillager], which allows you in the end game to do a lot of stuff.

There are some counters to give the illusion of having always them castable. The trick is using them very late in the game only and keeping them to protect yourself. Use Plasm Capture when you know your enemy will cast a big spell or his big commander to maximize its effect.

Jhoira of the Ghitu and Rashmi, Eternities Crafter are there for doing two opposite jobs: Jhoira tends to make you a big target by suspending stuff. This makes your opponent predictable: they will hold some cards in their hands to counter yours. This allows you to play other stuff without worries. Rashmi instead it's unpredictable (not for you if you have scried), and put's a luck and chaotic element in the deck.

I have a lot of chaos cards from my Jhoira deck that I could put in there If I find them useful, I will be testing them for sure.
