Completely reworked —June 20, 2015
So the majority of the deck has been replaced. It used to be a discard main theme but I found that it just wasn't practical in multiplayer EDH so I am now going for a sacrifice control theme that I think will work much better. I also loosened the budget from $20 to $45. Would love to hear what you think!

@DaitokujiAmnael Thanks for the comment! Go for the Throat, Hero's Downfall, Erebos, God of the Dead, Diabolic Intent and Phyrexian Arena would all be great in this deck but are definitely outside of it's budget (I'm trying to go super cheap on it).
I'm not a fan of Endless Cockroaches (3 mana for 1 token is really expensive) or Hero's Demise (it's scope is too narrow), but I was thinking about the tutors and Bloodgift Demon looks decent. Is there any current cards you think are weak spots and worth replacing?

By that i mean you name goblins or something and then endreks sac condition never activates.

@WicKid52 Thanks for the comment! I know that literally every other Endrek deck has Conspiracy but let me explain why I didn't include it. Though it's a cheap card, it would still be one of the most expensive in this deck and therefore would need to be a win con. It is a win con in other decks because they run things like Bloodthrone Vampire or Flesh-Eater Imp, create a ton of tokens and then swing in for a huge number, but I don't run any of those types of creatures. With my sac outlets, I rarely have an issue creating too many tokens. So, still a good card but not enough to make the cut.

maybe Doom Cannon, then, since it gives you uses for extra thrulls.

So I definitely like things that give use to my extra thrulls but I think there are better options. With Doom Cannon, 9 mana = 3 damage, 12 = 6, 15 = 9. With Skull Catapult for instance, 5 mana = 2 damage, 6 = 4, 7 = 6 which is a lot better. I think Jinxed Ring or Jinxed Idol could be decent here as well. Even more so, I like things that allow me to determine the number of thrulls I'm sacrificing instead of limiting it to 1 because of tapping. On a different train of thought, I am looking at Damping Engine as a possibility. Good control if I'm behind and if I'm the one ahead, it's because I have thrulls and I can sac one.

In all seriousness though, great build at such a low price. I also attempted to make a budget EDH deck once...it didn't go so well. Yours is good though. Endrek Sahr is a good choice.

@ofcruelties: Thanks for the suggestions! Let's see if I can get all of these...Sever the Bloodline, Tendrils of Corruption, and Silence the Believers are all too mana intensive. Victim of Night, Tragic Slip, Rend Flesh, and Ashes to Ashes are all good but I think I will just take Tragic Slip and sub out Murder. Gatekeeper of Malakir doesn't do quite enough for me. Nyxathid is over budget for this deck. Consume Spirit, Corrupt and Exsanguinate are all good but fit more into a ramp/infinite mana deck. I will revisit these though after more playtesting if I find finishing games to be hard. Hex is out because if I need a board wipe, I want it to be all creatures not just 6 (token decks). I feel like Killing Wave may not work super well (a token player doesn't mind sac'ing because he'll make more next turn and a beefy creature player will gladly take the damage because he'll fly/trample for the kill next turn. I'm very interested by Mind Shatter and will play around with that one. I have Worst Fears in my Jeleva deck but I feel like it's not as good here. I'm leaning no on the equipment but it would be interesting. Burnished Hart is better than Armillary Sphere because I can use the sac creature effect. Crypt Ghast is better than Magus of the Coffers. Nightmare was in an orginal deck version but got cut.

@illumfolly Thanks for the comment! Hmmmm, never thought about Assault Suit and I have a copy. I definitely like the idea and will see about making room for it. If I put it on Greater Harvester, and gave it to each opponent would they each take the upkeep sac or do they get enough priority to say that it's no longer the beginning of their upkeep?

That's a good question -- I believe in that case, the trigger would go on the stack at the same time (though you would get to decide in what order), so it isn't exactly a bomb to gift to someone else. Where the suit really shines is in a Zedruu or Ruhan deck. Then you can do mean things with actual bombs and prevent people from getting rid of them. I have also seen it used pretty well in Voltron decks to avoid Grave Pact effects.
In this case, its pretty much just a gimmick to make infinite thrulls, though the fascination with infinite thrulls is ... misguided? The thrulls are meant to be useful, not a win condition in themselves, so you never should have more than 6 in play. However, something that is extremely useful in Endrek Sahr EDH is Blasting Station -- each thrull makes its own trigger, meaning that you get the full benefit of the 1 - X (CMC) damage while keeping Endrek in the realm of the living.
I stand by Maga, Traitor to Mortals because its a great win condition and has a great interaction with Endrek's thrull ability. He is also $1.00, which is a great budget option.

Since Endrek relies on casting the creatures, you may want to check out Gravecrawler (expensive, yes) and Risen Executioner (DTK). Moreover, some Endrek friendly recursion: Phyrexian Reclamation, Oversold Cemetery

A very mean but efficient card, especially when you have overflowing sources of mana (as mono-black often does)

Alright, so I did some research on some of these cards. Assault Suit + Greater Harvester would make each of the opponents I give it to sac a permanent PLUS they could then swing at another opponent and make them sac two. But I agree the main target would still be Endrek.
You are correct about Blasting Station. I had looked at it in an original draft but had decided against it because I thought the Thrulls came in at the same time and therefore wouldn't proc it multiple times. However, you can tap Blasting Station in between apparently. That being said, I'm really trying to keep this under the $20 budget and I just don't think I can squeeze it under that line. Same goes for Skullclamp and Oversold Cemetery. Perhaps I'll do a write-up some time in the description of upgrades.
I'm sorry to say but Maga, Traitor to Mortals only produces 3 Thrulls because X is always 0.
Finally, there's Death Cloud. This was on the list for a while, however I cut it because if I use it early, I don't get full value out of it and if I use it late then my opponents shouldn't have many (if any) cards in their hands anyway. Plus, I don't like the fact that it sacs my lands. I only have one mana rock in this deck and all the guys I play with run at least 3 so it would end up hurting me mana wise way more than them. It's definitely staying in my "cards to keep an eye on" list.

@Karns_Pyromancer Thanks for the comment! In a non-budget version, it would be an auto-include, but in trying to keep this under $20, a $2 card would have to be a wincon which Blood Artist just isn't. Plus I have Blood Artist Jr. in there aka Falkenrath Noble.
