Not Scroll Rack that wouldnt work but something to put cards on top. You could also run something like Sensei's Divining Top and Laboratory Maniac for an instant win.

add vexing shusher, so they don't counter your primal surge.

Vexing Shusher isn't a bad idea, especially because it says spell and not Sorcery. I think I would prefer to run Grand Abolisher first because it does the same thing and more without tapping for mana

In the past, some people have suggested that I should run Boseiju, Who Shelters All for the same purpose, but it's not worth running just to protect the one spell. Primal Surge is just one of many different ways to win with this deck, and I don't see it as the end of the world if it does get countered or if I never see it in the game
