The fastest I think red could possibly burn. I'm probably wrong though. It could probably burn even faster.

Everything in the deck can be cast for or less, through alternate casting costs.

The only creature included which does not have haste is Vexing Devil , which is a 4/3 for if your opponent lets you keep it, or an easy 4 damage for if your opponent chooses to take the damage. The other creatures are just to get in quick hits between your real source of damage, the spells.

Lightning Bolt , Lava Spike , and Rift Bolt can all deal 3 damage for only . Shard Volley can deal 3 damage for + sacrificing a land. Fireblast can deal 4 damage, but requires you to sacrifice 2 mountains, which may not be helpful if you get it in the very beginning of the game. Firebolt only deals 2 damage, but hey, it works I guess.

Fireblast has been swapped out for Monastery Swiftspear which could potentially be more useful. Playtesting didn't give consistent enough land drops to constantly be destroying two of them with Fireblast.
