A deck built around the new O-Kagachi, featuring heavy Kamigawa themes!
This deck was built for my personal use in Tabletop Simulator, hence the expensive manabase.
Please feel free to make suggestions!

Strengths:

This deck is very resilient, featuring many recursion effects and a whole lot of defensive abilities. The game plan is to build up a board either over time or instantly with Iname, Death Aspect and Living Death, and swing for lethal. The commander, O-Kagachi, Vengeful Kami, provides a useful tool in dissuading others from attacking you while you attempt to gather the right legends.

Weaknesses:

While this deck is capable of taking a Wrath of God or five, graveyard hate such as Rest in Peace, Leyline of the Void and Tormod's Crypt weakens this deck significantly, and any form of exile such as Final Judgment is crippling. Since the deck likes to grind out value with Hana Kami and Death Denied, and Glitterfang with Oyobi, Who Split the Heavens, losing these key pieces to exile can result in the deck being unable to follow up on a weakened opponent come endgame.

Key Combos:

Lightning Greaves + O-Kagachi, Vengeful Kami
Giving O-Kagachi haste allows him to take an opponent by surprise, netting you a free exile.
Iname, Death Aspect + Living Death
Primary wincon. Puts your deck onto the battlefield. With Karador, Ghost Chieftain, Yomiji, Who Bars the Way, Kira, Great Glass-Spinner and Selfless Spirit out, your board is quite resilient. Myojin of Life's Web really pushes this out of control, giving you effective immunity to non-exile board wipes thanks to Yomiji. Living Death not required, this works with any mass reanimate like Patriarch's Bidding.
Glitterfang + Any of the "Whenever you cast a Spirit or Arcane spell" cards, like Oyobi, Who Split the Heavens or Kodama of the South Tree.
Needless to say, Glitterfang is a repeatable 1-mana proc of anything in the deck. I've won games by spawning a whole bunch of Oyobi, Who Split the Heavens tokens with Glitterfang.
Sire of the Storm + Tomorrow, Azami's Familiar
Gives you a powerful draw engine that basically guarantees you get what you want out of your library. Tomorrow, Azami's Familiar also works with Kindred Discovery.
Kindred Boon + Myojin of Seeing Winds
Any of the Myojins in combination with being reanimated or otherwise cheated out combo very well with Kindred Boon. This deck does not include Myojin of Cleansing Fire or Myojin of Infinite Rage due to being creature- and land-heavy, respectively.
Karador, Ghost Chieftain + Selfless Spirit
Karador, Ghost Chieftain is already strong given his ability to resurrect spirits from the graveyard, but Selfless Spirit is by far the strongest card you can recur, granting your board immunity to Wrath of God on the control player's turn.

Anafenza, Kin-Tree Spirit - A cheap legendary spirit who has significant effect no matter the point in the game.
Captain Sisay - Allows you to tutor any legendary card in the deck for free. Small combo with Minamo, School at Water's Edge.
Drogskol Captain - Spirit lord. Cheap and solid.
Forked-Branch Garami - Revives two dead utility creatures.
Glitterfang - Triggers all "Whenever you play a spirit or arcane spell" effects once per turn. High combo potential.
Hana Kami - Brings back an arcane spell you might need. Allows for slow but infinite hand replenishment with the various resurrection mechanics like Death Denied.
Hikari, Twilight Guardian - Hard to kill with a nice body.
Iname, Death Aspect - Graveyard tutor effect that combos with resurrection cards like Patriarch's Bidding.
Kami of Ancient Law - Enchantment removal.
Karador, Ghost Chieftain - Powerful graveyard recursion. Play for cheap with a bunch of stuff in the graveyard.
Kira, Great Glass-Spinner - Makes your field a whole bunch more solid. Be careful as this ability applies to your spells and abilities, too.
Kodama of the Center Tree - Big beatstick with soulshift to grab a useful card on death.
Kodama of the South Tree - Buffs everything else like a pseudo-lord.
Lifespinner - Sac outlet and tutor all in one.
Loam Dweller - Low drop and helps you empty your hand if you're drawing a lot of cards.
Myojin of Life's Web - Did you ever want to drop your entire hand all at once for free?
Myojin of Night's Reach - Did you ever want control players to just, like, stop playing control?
Myojin of Seeing Winds - Did you ever want to draw your entire deck all at once?
Oyobi, Who Split the Heavens - Token generator. High CMC offset by the potential of his ability.
Rattlechains - Instant-speed hexproof to counter an enemy Doom Blade. Provides continued use in granting your spirits Flash.
Reki, the History of Kamigawa - While not a spirit, Reki brings a nice ability to the table in his draws. I'm going to continue running Reki over Jhoira, Weatherlight Captain because Reki is 1 mana cheaper.
Selfless Spirit - One-turn resistance to board wipes, etc. Resurrect with Karador, Ghost Chieftain to make your opponents sad.
Sire of the Storm - Expensive but reliable card draw. Combo with Tomorrow, Azami's Familiar.
Thalia's Lancers - Legendary tutor. Sacrifice and revive for extra uses.
Tomorrow, Azami's Familiar - Dramatically increases card draw consistency and usefulness. Combos with all draw engines.
Yomiji, Who Bars the Way - Small body with a powerful effect. Essentially demands removal as soon as he hits the field, so be aware that you should try to protect him as he'll be Terminated as soon as you play him. His ability hits your opponent's creatures too, though, so be careful.
Mana rocks removed because they're mana rocks.
Champion's Helm - Grants hexproof to a legend. Use to protect big targets like Yomiji, Who Bars the Way or Tomorrow, Azami's Familiar.
Herald's Horn - Makes everything cheaper. Don't forget about its last ability!
Lightning Greaves - Haste is always good, but is particularly nasty with O-Kagachi, Vengeful Kami in that you can punish a player for attacking you much more easily.
Long-Forgotten Gohei - Makes spirits bigger and arcanes cheaper. Does not change splice costs, so be aware.
Call to the Kindred - A more vulnerable but also more powerful Descendants' Path.
Descendants' Path - A very powerful card that can potentially pull crazy spirits like Oyobi, Who Split the Heavens for free.
Kindred Boon - Combos with the Myojins. Also provides indestructible to any spirit in a pinch.
Kindred Discovery - Extremely powerful draw engine that can quite easily put your entire deck into your hand. Be aware that the draw is mandatory, and as such you should aim to have Reliquary Tower out as soon as possible or be prepared to discard a lot. Not that discarding spirits is bad, if you have Living Death in hand.
Steely Resolve - Classic mass shroud. It's an enchantment, so not vulnerable to board wipes like Kira, Great Glass-Spinner.
Blessed Breath - Simple protection spell, can be spliced.
Crib Swap - Powerful removal option. Note that it's not an Arcane, but it is a Spirit.
Death Denied - Allows for infinite creature recursion with Hana Kami. Also is an arcane, so it can be spliced onto. One of the stronger options in the deck.
Evermind - Solid repeatable card draw option. Can't be cast on its own, though.
Hero's Demise - Destroy target commander.
Horobi's Whisper - While I wouldn't recommend splicing this one, the option is there.
Kindred Summons - An instant-speed wincon. Can make someone regret attacking you very quickly.
Quiet Purity - Splice-able enchantment removal.
Rending Vines - Splice-able artifact and enchantment removal.
Soulless Revival - Death Denied jr. Strong when spliced, especially when to loop Hana Kami.
Teferi's Protection - Powerful defensive option to keep you safe from crippling board wipes like Final Judgment. Save it for countering those mass exile or tuck effects, since you really can't come back from that.
Unchecked Growth - Splice-able giant growth. On O-Kagachi, this wins games.
Wear Away - Repeatable, if expensive, enchantment and artifact removal.
Eerie Procession - Arcane tutor. Also is an arcane itself, so you can splice Evermind onto it for an extra card.
Farseek - Mandatory ramp.
Feast of Worms - Disposes of troublesome lands like Dark Depths or Gaea's Cradle. Also can be spliced onto.
Kindred Dominance - Board wipe that misses your own board. Two mana cheaper than other misses-you board wipes like Plague Wind or In Garruk's Wake.
Kodama's Reach - More mandatory ramp. This one's an arcane, so splice that Evermind.
Living Death - Since this deck is filled with high threat Legendary creatures that basically demand removal, you're going to wind up with a lot of stuff in the GY. This card turns that into yet another advantage, letting you bring absolutely everything out and turning your board into a colossal threat. Comboes with Iname, Death Aspect.
Patriarch's Bidding - See Living Death. This card is better against other decks that benefit from mass reanimation, however, as it's a tribal-focused card.
Petals of Insight - Expensive yet infinitely repeatable splice target.
Skyshroud Claim - Yet more mandatory ramp.
Terashi's Grasp - More enchantment and artifact removal. Slower, yet also an arcane.
Time of Need - Tutor effect. Unfortunately, not arcane.
Eiganjo Castle - The five Legendary lands are included in here because of their synergy with the masses of legendaries in the deck. Particularly notable is Minamo, School at Water's Edge for its combo potential with Captain Sisay.
High Market - Sac outlet to milk extra value out of being hit with a board wipe. Prevents Final Judgement and similar exile effects from causing too much damage.
Phyrexian Tower - Same as High Market, but slightly more useful.
Reliquary Tower - Aside from the obvious ability to prevent overdraw from Kindred Discovery, Reliquary Tower is effective against Laboratory Maniac decks that run Howling Mine and such (One such deck exists at my playgroup).
Helm of the Host - Duplicates Legendary creatures, potentially giving you an extra O-Kagachi, Vengeful Kami or Yomiji, Who Bars the Way. Strong, but I'm not sure if it's worth the 9 mana.
Thran Temporal Gateway - Essentially a Quicksilver Amulet except it also cheats out legendary lands and artifacts, though none of the artifacts in this deck cost 4 or more, it has a niche in that it bypasses tax effects. That said, I don't feel like it's strong enough.
Vanquisher's Banner - The +1/+1 to all spirits is mostly irrelevant; this would be another draw effect alongside Kindred Discovery. Strong, but I don't feel like more draw is needed in this deck right now. It might have a place replacing Long-Forgotten Gohei, Evermind or Petals of Insight, though.
Primevals' Glorious Rebirth - Yet another Patriarch's Bidding. 7 mana resurrect all legendaries, including the many legendary lands in this deck. A crazy strong effect well worth the mana, but I'm not sure if it's needed and, quite frankly, more concerned about adding preventative measures against Rest in Peace than I am about more resurrect mechanics.
Urza's Ruinous Blast - Like Kindred Dominance but cheaper, Urza's Ruinous Blast is a board wipe that misses your own board. Since it's mass exile, it's considerably stronger than most other board wipes, but it also doesn't hit enemy commanders and legendary creatures, which can be problematic. I am looking for a place for this in the deck, though.
Lifespinner - Despite its ability to tutor anything in the deck, the 3 spirit requirement is quite steep and I've never actually used it.
Petals of Insight - It's useful in that it can return to your hand for re-use and thus give you splice effects indefinitely, but the cost of this spell is very high to begin with, and adding even one splice card onto it can be a challenge.
Evermind - A good card if you have the arcanes for it. Unfortunately, this being a commander deck, it's rare that I get to splice at all, so this card winds up being quite dead.
Long-Forgotten Gohei - A solid, flavorful card that gives a universal +1/+1 and makes arcanes cheaper, but since it doesn't change splice costs it's ineffective at allowing me to cast my arcanes at their full potential, and a regular old mana rock might be better.

Updates Add

Mana Bloom --> Fellwar Stone
Mana Bloom is just plain inferior to Fellwar Stone 90% of the time. To be honest, I'm not sure why Mana Bloom was even in here.
Dreamcatcher --> Kindred Dominance
Board wipes are good. Board wipes that miss my own board are great.
Dreamcatcher just wasn't holding up. At most it was a 1-mana scry + delayed draw with Path of Ancestry that simply wasn't worth resurrecting, so I feel that its slot is better used on a swingy value card.
Skyfire Kirin --> Steely Resolve
Skyfire Kirin is another card that just wasn't holding up, due to being far too specific to get effective procs. Steely Resolve is taking his slot to give the rest of my spirits shroud, granting O-Kagachi, Vengeful Kami and his friends a really strong shield against removal and mind control shenanigans.
Loam Dweller --> Urza's Incubator
Another card that wasn't pulling its weight, Loam Dweller generally wasn't actually pulling anything out of my hand since I can drop my lands rather fast. Urza's Incubator is replacing him in the ramp slot, giving me a more immediate effect and potentially allowing me to cast the big guns that much earlier.
