The idea of the card is to use Tetsuko Umegawa, Fugitive to make creatures unblockable and try to guarantee more damage on the opponent, for that, Combat Celebrant helps by making more unblockable combat phases, and Tilonalli's Skinshifter can be a Combat Celebrant with Haste or any other card for flexibility. But of course, these creatures are extremely fragile with just 1 toughness, so the idea of having blue is to counter answers your opponent can throw at you and support your attacks with red spells while protecting and assuring them with blue spells.
