This is my take on an instant and sorcery based commander deck with Talrand, Sky Summoner as the general. I found the ability to be pretty cool, and a good way to get a whole bunch of flying blockers onto the field without wasting a ton of mana. The deck is mostly low to mid-cost instant and sorcery spells meant to control the board, draw some cards, or stall your opponents.

This deck is probably one of the most straightforward decks I've ever constructed. Use spells like Unsummon, Tidespout Tyrant, Vapor Snag, Cyclonic Rift, Echoing Truth and Inundate to bounce creatures back to your opponents' hands, forcing them to resummon them time and time again. They'll be hard pressed to find enough blockers on their side when you bounce their creatures and get a new drake at the same time. Sweep away all of their defenses, and then swing with a ton of flying 2/2s.

Counterspells aplenty in this deck. I tried to get plenty of variety, but also tried to stick to low CMC spells for the counters. I like being able to counter anything with too much text on it, so counterspells play a huge part in the deck. These are another invaluable line of defense for the deck. Although there are lots of counterspells, they aren't infinite, so use them wisely. I put the Isochron Scepter in the deck to copy a counterspell in case of emergencies.

Lasty, there's just some little tidbits of fun in there to help piss off your opponents. Jin-Gitaxias, Core Augur, Stormtide Leviathan, Bident of Thassa, and Rhystic Study are in there for some extra card draw and locking the board down. Propaganda is in the deck as a means of defense, since the only other thing there is to rely on are the drakes and counter/bounce spells. A few other spells worthy of mention are Gravitational Shift, Favorable Winds, Eldrazi Monument, and Caged Sun. These will all help in beefing up the drakes to make them swing for more damage.

Updates Add

Added more cantrips, removed all of the creatures (who needs 'em?), and I lowered the average CMC. By a lot. We'll see how this runs, but I'm interested in combo-ing off a buncha 1 CMC cantrips with Sky Diamond, and Paradox Engine. Let me know if there's anything I'm missing!
