I try to keep the budget under 35$

This version of Talrand, Sky Summoner differs from other budget versions by not focusing on counter spells. It uses counter spells more for protection than offence.

It is a control and combo oriented build. Use one of the mass polymorph spells when you have 3 creatures. If the spell resolves and Deadeye Navigator, Peregrine Drake & Jace's Mindseeker is found from the deck, the game is won! It is won by infinite mana from Deadeye Navigator & Peregrine Drake and infinite mill opponents from Deadeye Navigator & Jace's Mindseeker.
