This is a first for me, I have never made a mono-blue deck so this one is sort of stolen the idea at least is something that I would LOVE to play in blue (since I HATE!!!!!!!!!!! Blue)
Ideas and thoughts are more than welcome.
I added a few things that a fellow EDH player who is much wiser than me. So Windfall , card:Geth's Grimoire, Sunder have been added in, I also replaced Temple Bell with Otherworld Atlas in

I have an EDH deck very similar to this and i love how it works. I found that simple draw/mill is very difficult to win, even if you are the last target in game.
That is why i added one turn wins like Tunnel Vision , Spell Crumple , and Laboratory Maniac . Combos work very well in political decks
But that is really the fun of this. I normally HATE!!!!! BLUE! BUT with this deck I am willing to go around and run this just because it IS difficult and it is not like normal Blue EDH decks which are so aggravating that Table flipping and murder are not your only options.
I personally use the deck to coax it's strength. It is underrated because in a 1v1 you'll probably lose. I occasionally use him in big games because EVERYBODY appreciates your turn two Howling Mine ( AKA= Kami of the Crescent Moon ). I run mass ramp, game changers, copy creatures, draw spells, couterspells, big creatures, defensive creatures, you name it. I personally enjoy a deck that is very fun, quick, and most of all; Unpredictable. People will predict your deck to be full of counterspells and draw spells. I usually use this general if i'm playing with at least 6+ people. Another detail is this deck depends on your play group and trying not to make enemies.

I really like this deck, reminds me of Owling Mine. Anyways, maybe some more draw artifacts like Otherworld Atlas ?
But overall I approve, this deck is awesome.
