EDIT: Fraying Sanity y'all.

Adding red may have provided a viable mill build finally. In particular, utilizing Harness the Storm to recast some of the meanest mill spells.

I've only play tested this deck against a friend, but I did manage to mill him one game before he began his 7th turn.

Here is my thought process:

1-Drops

Minister of Inquiries - Can really make a dent in opponent's deck, especially dropped turn 1. Harnessed Lightning, Glimmer of Genius, and Aether Hub hopefully keep it fueled.

2-Drops

Compelling Argument - One of the main reasons mill is suddenly appealing. With a Harness the Storm, paying 4 mana to mill 10 multiple times will end a game quickly and it makes the card more tolerable to cycle in a pinch.

Harnessed Lightning - The quality is well-known, cheap enough to cast multiple with Harness the Storm, and can provide some fuel for Minister of Inquiries.

Manic Scribe - Obvious value, chump blocker, and if not removed turns on a serious mill clock.

Winds of Rebuke - Dark horse for most important card in the deck. Will get rid of any threat (Ulamog), makes a mill dent, can help turn on delirium, and casting it twice with Harness the Storm for 4-mana is just great value.

3-Drops

Fraying Sanity - I'm not even gonna do this justice writing anything. Awesome for even doubling Collective Defiance discard.

Fevered Visions - Keeps gas coming for milling, can combo with bounce spells to force opponent discard, and is alternate win-con via burn.

Harness the Storm - Inspiration for Izzet Mill. Burn is okay to cast extras of, but you need enough targets. Counter spells are useless with this. But mill spells are wonderful. Always an option, and add up quickly.

Collective Defiance - My other vote for most important card in the deck. Forcing your opponent to discard their hand and draw a new one is essentially milling. Doing it multiple times prevents your opponent from planning any strategy. Burn escalation is feather in the cap. Fevered Visions and bounce spells keep opponent's hand stocked so you'll get the value of the hand discard.

4-Drops

Glimmer of Genius - Digs for what you need, keeps mill coming, provides fuel for Minister of Inquiries.

Startled Awake   - Makes mill realistic. Possibility of casting two via Harness the Storm on the same turn late game is a guaranteed win, with Fraying Sanity... ridiculous.
