Here's a control-oriented build designed to stall and control the board until you can drop a large threat.

-Sakura-Tribe Scout provides an early blocker, also is a modern legal and budget Exploration in order to ramp up to your bigger threats.

-Coiling Oracle is here to help you ramp and fix your mana, also provides an early snake blocker.

-Ambush Viper provides a great kill spell for the inevitable creatures that are swinging your way. It feels great to kill an expensive Tarmogoyf with this 17 cent snake

-Negate provides a nice catch all for any non creature spells coming at you, such as removal and hand disruption. If creatures are a big problem for you in your meta, Mana Leak is another option.

-Mystic Snake provides either an emergency counterspell or an emergency blocker that the opponent cant predict. Use the flash.

-Wasteland Viper is a great defensive creature that can be used to deter attacks for fear of losing their creature. Can also be used as a combat trick if you're desperate.

-Hooded Hydra is one of your game enders. Pump as much mana as possible into this, but consider leaving up some mana for a counterspell.

-Rhonas's Last Stand provides a nice efficient creature, and the drawback can be negated by leaving some mana untapped for a counter.

-Opt helps us dig for what we need. I included 4 copies because it lets us scry before we draw.

-Serum Visions lets us dig deeper by scrying 2, but we draw beforehand, which could lead to a dead draw when you need something else.

-Prowling Serpopard is a very efficient snake that makes sure your other snakes hit the board successfully.

This deck is pretty simple and on curve, so usually just get sufficient mana until you can drop early blockers, counter the opponent's spells and kill their creatures with deathtouch until you can drop a bigger threat.
If you don't have a larger budget, lands such as 4x Yavimaya Coast can replace the expensive Misty Rainforest. If Breeding Pool is too expensive, then Botanical Sanctum might be an option. By making these substitusions, you will be sacrificing performance for a lower price.
