Only with cards I have. Sadly i did not own a copy of Intruder Alarm nor Isochron Scepter.

You only want to ramp and self-mill with the petitioners in the first stages of the game. You dont really need to play more than four. The advantage of using Muldrotha is that we don't really care if we mill our combo pieces, we can play them from the graveyard.

The most important cards are Muldrotha and Bloodbond March . If you can keep 1 petitioners in your hand and play it with a full graveyard, you can assemble your bureaucratic army.

Quest for Renewal or Murkfiend Liege (and a Seedborn Muse if you have it) for extra milling each turn. With any of those cards in play you can use Dream Tides to slow combat damage. Spore Frog would be great too since is a Muldrotha staple.

There's a funny combo with Arcane Adaptation + Nantuko Shrine where you turn Squirrels created with the Petitioners from your graveyards into Advisors and mill more. You only need 1 Petitioners to be able to use the Squirrels Advisors. You can combine it with Bloodbond March and a Sac Outlet like Ashnod's Altar to make more squirrels the next turn. Wonder makes them Flying Advisors Squirrels!. Those are excellent chump blockers. It is a well known fact that a large group of blocking squirrels can defeat Eldrazi Titans.

You can add a LabMan as a alternate wincon if you like it. So you only need to mill yourself to victory.
