This deck is a build designed around the Sphinx's Tutelage mill engine. The blue side draws cards to both find Sphinx's Tutelage as well as trigger it once it's in play. The red half is focused on removal to keep the opponent from gaining a foothold.

The lack of creatures is not an oversight, but a calculated risk. The idea that it can get up and running and start milling before the opponent can set up.

After consideration of advice, the cards using Investigate have been swapped out for Fevered Visions, and the Kozilek's Return exchanged for Chandra, Fire of Kaladesh  . In addition, I have created a sideboard that needs critiquing.
