I'd cut Szadek he's ok but pretty easy to get around and cant win you the game on its own without milling someone which is unlikely. Also Psychic Spiral . I think you will probably want to utilize your graveyard more than you think with cards like Snapcaster Mage and Havengul Lich . Echo Mage and Evil Twin are both super situational as well as take some work to have their abilities be relevant. Trepanation Blade is ok, but i think your spells do a better job milling. Evil Presence is ok, but you have a good chance of your opponent playing Islands or Swamps anyway and this version doesn't even give you anything in return unlike spreading seas and even contaminated ground. Propaganda because at least in my group of friends that play EDH chances are they will kill you with one big creature rather than a swarm and then theres a good chance they can pay the 2. Time Stretch its awesome, but is at the way top of your curve. Cast Through Time and painful quandry Ive tried playing both these cards because they seem to have tremendous upside, but I have never gotten what I wanted out of them. I think the leyline takes a lot of work to abuse like you could in constructed and the chances of hitting it on your opening turn go way down too so maybe thats a cut. Levitation is also just ok. A lot of your creatures already have some kind of evasion or are big enough to smash through. And actually I think you could drop a few lands once you figure out the perfect balance. I play a 5 color EDH Deck and only play 36 lands (without super expensive lands, but I have tuned it for a while)
Overall Cool Deck. Check out Oona, Queen of the Fae and things like Archive trap to really have some fun.
Okay, I think it's pretty okay. But why, oh why, is Deadeye Navigator in this deck? Flickering is (primarily) used to abuse ETB effects, and the only creature in your deck that cares about ETB is Evil Twin, which would also be really hard to abuse. I mean, it does protect a creature (kinda) it really doesn't seem like it would be that useful.
Thanks for the replies guys I cut the cards that didn't support the mill theme theme and took out the more situational cards.
hmmmmm after you find what to take out put in Caged Sun and...... Jace, Memory Adept
those are my under $ 20 suggestions :P

Seeing as UB has little ramp, you may want to consider taking some of your midrange enchantments like Propaganda , Levitation and Contaminated Ground and look to add cards like Worn Powerstone , Gilded Lotus and Coalition Relic . Also, every Wrexial deck should have Urborg, Tomb of Yawgmoth .
After that, Id pick the high end cards you want to ramp into. You've got some huge creatures, like Inkwell Leviathan , Mindleech Mass and Szadek, Lord of Secrets as well as some mana intensive spells like Omniscience , Mind Spring , Diabolic Revelation and potentially Rite of Replication .
You want to pick and steal and manipulate right? With a dose of milling on the side. Pick guys who don't do that and cut them. I'd probably cut inkwell and Arcanis the Omnipotent to start, and maybe Liliana of the Veil .
