In many ways the descriptor 'preeminent' is an arrogant one; to presume oneself so successful and authoritative would generally invite scorn in the sceptical climes of today's Standard meta. This deckbuilder is here to advise you otherwise.

On your third, a Preeminent Captain thunders down onto the board in righteous glory. Our soldiers stiffen to attention alongside their radiant leader.
On your fourth turn, you have many options. Let us consider having a Launch the Fleet and a Brimaz, King of Oreskos in hand. We firstly cast Launch the Fleet on at least 3 of our soldiers, and move to the combat phase. Then, declaring our attackers, the manful shout of Preeminent Captain brings Brimaz, King of Oreskos onto the board (unfortunately without his cat soldier friend. My frosty regards to WotC).
To put this colloquially for our readership, our opponents may shit themselves at this point. This deckbuilder wouldn't blame them.
There also exists the plethora of utility Preeminent Captain offers us with the free casting of soldiers such as Azorius Arrester and Court Street Denizen - not to mention the longer-term synergy of Ephara, God of the Polis drawing us cards even on our opponent's turns with a potential Raise the Alarm.
